    A special memento presented by the  Institution of Engineers, Malaysia (IEM) to the IESL during the courtesy visit paid to the IEM by members of the Mechanical Engineering Sectional Committee (MESC) of the IESL during their recent tour of Malaysia was officially handed over to the IESL at its Special Council Meeting held on Monday, 22nd September, 2014. Eng. Asantha Sumanarathna , Chairman - MESC handed over the memento to the President – IESL, Eng. Shavindranath Fernando. The MESC held its Annual Get Together for the 2013 / 2014 Annual Session in Malaysia during the period 5th to 9th September, 2014.

    The annual Induction and Graduation ceremony of the Institution of Engineers, Sri Lanka (IESL) for the year 2014 was held at the BMICH on 22nd August, 2014 from 4.00 pm onwards.

    Dr. S.M.M. Ismail – Vice Chancellor of the South Eastern University of Sri Lanka graced the occasion as the Chief Guest while Professor Mohan Kumaraswamy – Honorary Professor, University of Hong Kong was the Guest of Honour for the occasion.. This year’s event conferred Chartered Engineer status on 162 Associate Members of the institution, inducting them into the fold of Corporate Members. Forty one students who successfully completed the IESL Engineering Course also received their certificates.

    The event also saw awards being presented to winners of several memorial awards for various categories of engineers and final year undergraduates who obtained best marks for industrial training. School children who excelled in the annual Junior Inventor of the Competition affiliated to the Sri Lanka Science and Engineering Fair and the Intel International Science and Engineering Fair also received Scholarships.

    Engineering Excellence Awards Ceremony for 2014 the  premier event for rewarding outstanding  achievements by engineers, engineering enterprises and engineering journalists, organized by the apex professional body for engineering in the country, the Institution of Engineers, Sri Lanka (IESL), was held at the Grand Ball Room of the Waters Edge on Friday, 15th August, 2014 from 6.00 pm onwards. Hon. Prof. Tissa Vitharana, Senior Minister for Scientific Affairs graced the occasion as the Chief Guest while Hon. Faizer Mustapha, Deputy Minister for Investment Promotion was the Guest of Honor. The most prestigious Eminence in Engineering Award was awarded to Prof. Mohan Munasinghe who was the Vice Chair of the UN Intergovernmental Panel on Climate Change (IPCC-AR4) that  shared the 2007 Nobel Prize for Peace, the first–ever Sri Lankan to be associated with the great honour. The Excellence in Engineering Awards for Individuals went to Eng. Ranjith  Jayakumara  Gunawardana (Electrical and Electronic Engineering) and Eng. Liyanarachchige Parakrama Jayasinghe (Mechanical Engineering) in their respective sectors.

    The portrait of the Immediate Past President of the IESL, Eng. Tilak De Silva, joined the portraits of all its past presidents adorning the hallowed walls of its Committee Room when it was unveiled at a simple ceremony held at the IESL on Friday, 8th August, 2014. Past Presidents of the present era and Council members attended the event with. Eng. Tilak De Silva himself being present.

    Eng. Tilak De Silva joined the IESL in 1992 and become a Fellow in 1999 and served  in the IESL Council for almost 15yrs in various capacities including 3 consecutive years as Vice President before being elected as President Elect for the 2011/2012 Sessions. His tenure as President of the IESL was during the 2012 / 2013 Sessions.

    Eng. Tilak De Silva is currently the Chief innovation  Officer of Sri Lanka Telecom and hails from Panadura. He attended Sri Sumangala College, Panadura and obtained his graduate degree in Electronics & Telecommunication Engineering from the University of Moratuwa in 1983 and his MSc in Data Communications from the Brunel University, UK in 2002.

    He is a Fellow of the Institution of Engineering and Technology, UK, Chartered Engineer of the Engineering Council, UK, Fellow and Chartered IT Professional of the British Computer Society and Member of the Institution of Electrical and Electronics Engineers, USA.

    “ Washington Accord model has become the international gold standard for mutual recognition of engineering education”

    The Institution of Engineers, Sri Lanka (IESL) proudly announces that the Washington Accord Signatory countries unanimously decided to admit Sri Lanka to their rank at the June 2014 International Engineering Meetings held in Wellington, New Zealand. This decision was arrived at after a rigorous evaluation of the IESL accreditation procedures and the standards of the 4 year B.Sc. Eng. degree programs accredited by IESL, by a team of experts from the Washington Accord Signatory countries during the last 4 years.Australia, Canada, Ireland, United States of America, United Kingdom, New Zealand, Russia, South Africa, Japan, South Korea, Hong Kong China, Taiwan, Malaysia, Singapore and Turkeywere the 15 Washington Accord Signatory countries up to June 13, 2014. This is a land mark decision for the Sri Lankan engineers who graduate with 4 year B. Sc. Eng. degrees accredited by the IESL. These engineering graduates will be internationally recognized in these 15 countries as holders of engineering qualifications substantially equivalent to 4 year engineering programs accredited by the accrediting bodies of their own countries, and recognized as having met the academic requirements for entry to the practice of engineering in those countries as well. Thus our engineers with IESL accredited programs will have the benefit of being recognized among the developed nations as those who can enter the globally connected workplace.

    The Washington accord model has become the international gold standard for mutual recognition of engineering education. For 25 years the Washington Accord has provided a mechanism for mutual recognition of engineering graduates of accredited programs leading to become Professional/ Chartered Engineers among its signatories.  The Washington Accord has also set the foundation and standards for graduate attributes and accreditation of programs and defines the educational basis for the International Professional Engineers Agreement. The international recognition and portability of both educational qualifications and professional competency is becoming increasingly important in this age of global interdependence but unbalanced global development, which requires the movement of engineering skills around the world. The Washington Accord has made a considerable impact on improvements in engineering education throughout the world.

    Benefits of IESL being a Signatory to the Washington Accord

    The engineering graduates with degrees that have been accredited by a signatory to the Washington Accord will possess a set of given attributes including knowledge of engineering science, modern tool usage,  problem analysis skills, capability to design / develop  solutions and carry out investigations  related to complex engineering problems. He /She will be adept at project management, conscious of engineering ethics, environment and sustainability and willing to engage in lifelong learning. He/she also will be committed to both individual and team work and possess good communication skills.

    In the context of today’s competitive environment, graduates who have the above attributes will be in high demand among prospective employers in Sri Lanka. Organizations that employ graduates with a degree accredited by IESL will stand a good chance of securing contracts overseas since the degrees of these graduates will be globally recognized. Higher Educational Institutions that offer accredited degree programs will succeed in attractingforeign students to their degree programs.

    Thus IESL now being a signatory to the internationally accepted Washington Accord, the engineering degree programs that it accredits will receive global recognition. The direct beneficiaries of this would be the graduates of these IESL accredited degrees and the employers who employ such graduates. The academic staff and the institutions conducting such study programs will also gain international recognition.

    The IESL is also a full member of the ‘International Professional Engineers Agreement’ (IPEA), formerly known as the Engineers Mobility Forum (EMF). The IESL was admitted to EMF as a full member in 2007 and thereby got  the privilege to award the International Professional Engineer (Int. P. Eng.) qualification to the engineers with accredited engineering programs and more than 7 years of responsible experience after graduation. A team of senior engineers nominated by the IPEA reviewed the procedures and standards adopted by IESL in awardingInt. P. Eng. qualification during the period  2013 - 2014, and at the June 2014 International Engineering Meetings held in Wellington, New Zealand,the members of the IPEA unanimously decided to recognize IESL Int. P. Eng. qualification for a further period of 6 years. Thus IESL is now a signatory to two international engineering agreements.

    Journey of IESL towards being an Internationally Recognized Professional Body

    In June 2003, a delegation from IESL attended the International Engineering Meetings in Rotorua, New Zealand and presented a paper on the Sri Lankan School and University Education system giving the highlights of the 4 year B. Sc. Eng. degrees programs and the requirements to become a Chartered Engineer of the IESL and declared its intentions to become a signatory to the EMF and the Washington Accord. The then full Members of EMF and the signatories of the Washington Accord  were in general happy with our education systems and  standards and the procedures followed by the IESL in  awarding  the Chartered Engineer qualification. Furthermore,the IESL was also provided with  very valuable advice on as to how to improve the systems and standards in order to align itself with international procedures, standards, structures etc.

    After many deliberations,new By Laws were adopted at the October 2004 Annual General Meeting of the IESL to establish the IESL Registration Board and the IESL  Accreditation Board, and immediately thereafter members were appointed to the two Boards. Considerable work went in  to have in place new By Laws and Rules for the  award of the Professional Engineer (P.Eng.) qualification by the IESL and the first batch of Professional Engineers was registered  in 2005, after a stringent evaluation procedure.

    In June 2005, a delegation from the IESL attended the International Engineering Meetings held in Hong Kong at which the  IESL’s application to become a Provisional Member of EMF was successful. In the meantime, the IESL Accreditation Board went on to develop an Accreditation Manual during the period 2006- 2007 with assistance from Engineers Australia, in preparation for submitting an application for provisional membership of the Washington Accord.

    In June 2007, a delegation from the IESL attended the International Engineering Meetings held in Washington DC and made applications for the full Membership of the EMF and Provisional Membership of the Washington Accord. Both applications were successful, to the delight of the IESL.

    The IESL’s  desire to become a signatory to the Washington Accord took a long time to materialize  as there were many areas in the accreditation procedures and the University engineering curricula that needed to be addressed and rectified in order to comply  with the Washington Accord requirements. However, a team of dedicated IESL members and University academic staff members diligently worked to fulfill these requirements which resulted in IESL becoming a signatory to  the Washington Accord in June 2014.

    IESL Accredited Degrees and Recognized Degrees

    Being a Washington Accord Signatory,the four  year full time Engineering Degrees conducted within its jurisdiction (Sri Lanka) and which are accredited by  IESL will be mutually recognized by the other Washington Accord countries as meeting the academic requirements for entry to the practice of engineering in any of their countries. At present most of the B. Sc. Eng. degree programs of the Peradeniya, Moratuwa and Ruhuna Universities have been accredited by the IESL and the list is available on its web site (

    There is a provision for IESL to recognize degrees that do not qualify for accreditation due to non-compliance with the accreditation criteria. Such recognized degrees will qualify the graduates to become Associate Members of IESL and be eligible for the Corporate Membership / Chartered Engineer status  after obtaining the  required training and experience. However, those degrees do not satisfy the eligibility criteria for mutual recognition under the Washington Accord nor do they met the  educational base required for Int. P.Eng.

    Facts to be aware of by Prospective Engineering Students and their Parents

    Prospective students who intend to enroll for engineering degree programs offered by foreign Universities and Private Higher Education Institutions in Sri Lanka and their parents are strongly advised to verify for themselves the status of recognition of the respective degree programs by the IESL, in order to avoid disappointment in seeking employment in Sri Lanka and abroad after graduation.

    IESL JIY winners win top multiple awards at Intel international Science and Engineering fair in USA

    The winners of  the Institution of Engineers, Sri Lanka (IESL) Junior Inventor  of the Year (JIY) competition 2013, Namal Udara Piyasiri & Nipun Kavishka Silva have done Motherlanka proud by winning  several top awards at the 2014 Intel International Science and Engineering Fair  (ISEF), in Los Angeles, California.


    Namal Udara Piyasiri, a product of Thambuttegama Central College, has won the Second Award of  US$1,500 in the Electrical and Mechanical Engineering category by the Society for Science and the Public, in partnership with the Intel Foundation  for his project " Versatile Field Construction Machine for Paddy Cultivation",  a device that can carry out soil preparation and harvesting in addition to the standard functions such as plowing,  harrowing, leveling of soil,.


    Nipun Kavishka Silva, a product of De Mazenod College, Kandana, has won the Fourth Award of US$500 for his project "Artificial Intelligence Sense for the Blind to Play Video Games using Their Tongue",  a device that allows persons with disabilities to Play Video Games using Their Tongue, in the Computer Science category at the above competition.


    According to Eng. Jayavilal Meegoda, the Vice President of the IESL who was in Los Angeles, California with the Sri Lankan contingent,  Namal’s project has also won two special awards, at the Special Awards Ceremony.  He has received a  First Award of US$1,000  cash award from the American Intellectual Property Law Association. U.S. Agency for International Development has awarded Namal another US$10,000 cash award.


    Over 1,700 high school students from 65 countries had participated in this year's Intel Science and Engineering Fair, the world's largest pre-college science competition, from May 11 -16 in Los Angeles, CA. They had competed for awards and scholarships worth nearly four million US Dollars.


    The contingent  including Namal & Nipuna,  received a rousing welcome on their arrival at the Katunayake Airport on May 19 morning & H.E. the President   felicitated the students, at the Presidential Secretariat.

    The awarding ceremony of the recently concluded Quantity Surveying CPD Course conducted by the Continues Professional Development Committee of the IESL was held on Tuesday, 6th May, 2014 at the Wimalasurendra Auditorium of the institution. A total of Forty Six (46) students who successfully completed the course from the batch of 55 students who had joined the course on a first come first basis received their certificates. Four (4) students who fulfilled the minimum attendance level  also received certificates of participation at the event. Eng. Jayavilal Meegoda - Vice President of IESL and Chairman of CPD Committee, Eng. A.P.R De Silva - Hony. Treasurer, Eng. Kanishka Samudaya Nanayakkara – Member of CPD Committee and Mrs. G Jayasoma – Chartered Quantity Surveyor who was the resource person for the course, distributed the  certificates.

    Engineering Excellence Awards 2014 ,  the country’s premier event for recognition and celebrating  excellence in the profession and science of engineering was ceremonial launched on Monday,  28th April, 2014 at ‘The Victorian’ Function Room of the Kingsbury Hotel, Colombo, in the presence of an audience represented by heads  of engineering related organizations, well-wishers, media personnel, Council members and  staff of the IESL.

    Welcoming the audience, the President of IESL, Eng. Shavindranath Fernando in his welcome described the engineers in the country as traditionally not given to trumpeting their own achievements but pointed out that unless they blow their own trumpets, at least once in a while, others may use it as a spittoon and people wouldn’t know the tremendous amount of engineering that has gone in to almost every aspect of modern living in the society. Describing the awards scheme as a means of rewarding and publicizing excellence among engineers and engineering organizations he implored the media to take the message to the public to be aware and appreciate the role of the engineer in the day to day life of the public. He also expressed his desire to see more engineers belonging to Sri Lanka and the subcontinent at the helm of mega projects being undertaken by the government. 

    The Chief Guest for the event, Eng. Mangala P.B Yapa, Chairman – National Chamber of Exporters of Sri Lanka and former Chairman / Managing Director of M/s Colombo Dockyards PLC, in his address traced the legacy of great engineering excellence in the country in the past (as evidenced by some of those ancient engineering feats being existent even after more than 2.500 years  and serving the society even today),  its erosion thereafter variously due to subjugation by foreign forces, internal conflicts, natural disaster, etc. leading to an absolute  decline of such excellence in the present era. He stressed the role that schemes such as the Engineering Excellence Awards of the IESL play in rejuvenating the motivation towards achieving excellence in professionalism, recounting  the experiences of the Colombo Dockyards PLC as an organization upon its application and subsequent winning the award for Excellence in Engineering Awards for Organizations.  Recognition of excellence in professionalism in its turn breeds  excellence in professionalism he stated.

    President Elect of IESL and Chairman of the Organizing Committee for the Engineering Excellence Awards, 2014, Eng. S.B.Wijekoon made a detailed presentation of the awards on offer. The Question and Answer session that followed provided clarifications required by the audience.

    The event was also the occasion for the handing over of the token of sponsorship to the main sponsor for the event, M/s Melwire Rolling (Pvt)Ltd with its  Director - Mr. Muruganandhan Periyasami Pillai in attendance to receive the token from the President of the IESL.

    The Vote of Thanks was delivered by Eng. (Prof.) Niranjanie Ratnayake , Vice President of IESL and the event concluded with the refreshments that followed.

    The IESL Membership Drive at the Faculty of Engineering, University of Peradeniya for this year was held on 2 April 2014. At this annual event, 444 Engineering undergraduates lodged their applications for the Student Membership.

    An awareness programme about the activities of the IESL, different classes of membership, how to become a Member, benefits for the members etc.  was conducted in parallel with the Membership Drive. Eng. S.B. Wijekoon, President Elect, represented the IESL and made a presentation and answered many quarries made by the students. Prof. Leelanada Rajapaksha, Dean of the Faculty and Eng. W.R.M.U. Wickramasinghe, University Liaison Officer were also present.

    The event was organized by the IESL Student Chapter at Peradeniya.

    A media awareness seminar for creating awareness among media personnel on the scope for engineering based reporting in the country and recognition and rewards they can receive for such reporting was held at the Kingsbury Hotel, Colombo on Monday, April 7, 2014.

    Dr. Charitha Herath, Secretary to the Ministry of Mass Media and Information graced the occasion as a special guest. Eng. Ivan De Silva - Secretary to the Ministry of Irrigation and Water Resources Management, Eng. R.W.R Pemasiri – Secretary to the Ministry of Highways, Ports and Shipping and Eng. Janaka Kurukulasuriya – Additional Secretary to the Ministry of Urban Development made presentations of projects under their purview. Media personnel from the print and electronic media attended the event.

    Eng. Shavinranath Fernando -  President of the IESL, Eng. S.B Wijeykoon – President Elect of IESL, Eng. Ranjith Gunawardana – Past President of IESL and Chairman of the Media Liaison Committee of the IESL addressed the audience at the event. Eng.
